The Coding System for Territorial and Statistical Units (KTS) is a uniform list of codes and names of units concerning basic three-level territorial division of the country and territorial units adopted for statistical purposes (NUTS classification). The KTS system has been adopted for the needs of databases and information systems of official statistics. The KTS system was introduced by the Internal Order No. 22 of the President of Statistics Poland of 24 August 2017 on the introduction of the Coding System for Territorial and Statistical Units. KTS replaces, for the needs of official statistics, the Nomenclature of Territorial Units for Statistical Purposes (NTS), abolished on 1 January 2018. The KTS system was prepared on the basis of the National Official Register of the Territorial Division of the Country (TERYT) and Classification of Territorial Units for Statistics (NUTS) used in the European Union countries. The KTS system divides Poland into territorial and hierarchically related units at seven levels. Each of the lower level units is included only in one higher level unit. However, one territorial unit may represent several levels of KTS. The territorial levels of the KTS system include: KTS 0 level – Poland KTS 1 level – Macroregions (NUTS 1 units) KTS 2 level – Voivodships KTS 3 level – Regions (NUTS 2 units) KTS 4 level – Subregions (NUTS 3 units) KTS 5 level – Powiats (including cities with powiat status – as in the TERYT Register) KTS 6 level – Gminas (including urban parts of urban-rural gminas, rural parts of urban-rural gminas, districts of Warsaw, representations of Kraków, Łódź, Poznań and Wrocław – as in th.
